[cisco-voip] OT: looking for a new announcement server

I'm not sure if it does all of it, but I've had good luck with SingleWire's
Informacast application.

It was at my last job ~ 2 years ago, but it did 2, 4, 5 and 6.  I'm sure
you could get the file into it to take care of number 1.  3 I'm not so sure
about?
