To make a cross-over, just reverse TX and RX.

Ie. on a normal T1 DB15, you have TX on pins 1 & 9 and RX on pins 3 & 11. 

To make a cross-over one, make it TX on 3 & 11 & RX on 1 & 9. 

That is all there is to it.
