FYI... final findings on this (no TAC SR). You may want to update your doc.

The 3.01 FW Update CD updates to firmware version 02.03B06.  The 3.01
update CD is PC-DOS based.

The 3.6.6 FW Update CD updates to firmware version 02.03B07. The 3.6.6
update CD is Linux based (completely different bootup/GUI - requires
mouse to navigate. I could not get keyboard to navigate...)

The 3.6.6 only sees 02.0 as version so always states a firmware update
is recommended (seems it has problem comparing versions or seeing
version of HD firmware correct). I boot off 3.01 CD and it shows
02.3B07 as version and no updates required. I started with 02.03B05 on
this particular 7816-I4 server.

I have pictures of the update CD screens if you need/want them for your doc.
