[cisco-voip] Communication Problem between CUBE and CUCM

Check the SCCP source address used for the CUBE and that they are
routeable, though if you can ping this is less likely.  Possible you have a
different source address under voice service voip.

Also check for duplicate addresses - can be difficult to pin down.
