[cisco-voip] Rightfax and VG224

There's MGCP config doesn't it appear to be i nuse.  If it was MGCP "mgcp
fax t38 inhibit" would be a problem.

Voice service voip shows fax protocol cisco and nse modem passthrough
configured, neither of which are standards based and work with Rightfax.

Try:

voice service voip
 fax protocol t38 fallback none
