Perhaps this would work?
voice translation-rule x
rule 1 // /011&/ type international international
voice translation-profile pbxINTprefix
translate called 1
voice-port x/y/z:23/15
translation pattern out pbxINTprefix

Subject: [cisco-voip] International Calling on PRI (prefix 011)
PBX w/PRI ----> Cisco ISR ---> CUBE SIP Trunk ---> [SERVICE PROVIDER]
If the PBX uses the PRI's D-Channel to flag a call as international, but the dialed digits do not include 011, is there a way to prepend 011 in front of the dialed digits based on "international" being present in the D-channel Q931 messaging?
Thanks,
Mark
