PBX w/PRI ----> Cisco ISR ---> CUBE SIP Trunk ---> [SERVICE PROVIDER]

If the PBX uses the PRI's D-Channel to flag a call as international, but the dialed digits do not include 011, is there a way to prepend 011 in front of the dialed digits based on "international" being present in the D-channel Q931 messaging?
