You'll want the latest es of 9-3-2, which last I knew was ES12
CSCud07738 is the bug you're seeing, fixed in ES 5, but there a lots of bugs dealing with on-hook dialing, that you'll want newer code for.

Yeah it's a bug in the 9951 firmware. Open up a case and get the ES.

9951 with CKEM, buttons setup as Speed Dial BLFs, User gets the call, hits transfer, hits the speed dial, hitting transfer again does not complete the call, nor does the transfer softkey appear, a new call has been created.
Dialing the destination manually works fine. I can replicate this on two different systems.
Has anyone seen this before?
