If you're afraid of ES's you shouldn't be on 9.1 :)
Just take a look at the readme for one of the ES, they're fixing lots and lots of things.

Yes TAC offered an ES, but I'd rather keep that as a last resort since upgrading CUCM is significant amount of work and testing Do you know what phone models have problems? We have a mix of 9971s and 7975s (SCCP).

TAC won't provide clear answer because manually pointing (overriding the default) isn't extensively tested. It *should* work. When last I checked there was still some inconsistency in how the various phone models used internal vs. external provisioned URL's. That is to say your mileage may vary and careful attention is required.
TAC should have offered you an engineering special to resolve that bug. Did they? Is there a reason a CUCM ES upgrade is not a viable solution for you?
