[cisco-voip] Gateway that will answer FXO but will delay cutting in audio path

I have a client that is building a purpose-built system for a client.
The transport system will be HF radios. SIP will be used between the
CUCMEs (one at either end of the HF link). One CUCME will also have FXO
ports to bring in the local PBX.
What I am looking for is a gateway device that will answer the FXO,
execute PLAR, but not cut in the audio path to allow for the HF network
to make the connection.
So, the FXO/gateway would sense the ring voltage on the line, generate a
PLAR/SIP call, and then after the far end SIP acknowledgement comes
back, drop the loop (assuming loop start) so that the audio patch is
complete.
I know this is really reaching....but does anyone have any pointers to
any products?
T1 / E1 trunking is not available. My client's customer will also not
accept two stage dialing - I have already been down both of those paths.
