[cisco-voip] 9971 SIP phone - no audio on calls between cluster to PSTN for certain phone numbers

BTW, Upgrading to 8.6.2a SU3 resolved this issue.  No changes other then
the SU patch.  Not really seeing a bug on this in the release notes that
stands out as problem but it's fixed.
