[cisco-voip] utils cuc cluster renegotiate Service affecting on subscriber?

i just recently did this.   the subscriber was online the entire time and
handled calls.    I just updated the CUCM hunt list to route calls to the
subscriber until the publisher was fully online.

On a related note, I did experience an issue once when adding a subscriber
to a Unity Connection publisher.  The Connection publisher restarted
Conversation service at the end of the install and did briefly disturb
voicemail for a minute or two.   I am not sure if that was a bug or if that
is by design.    That was with a 8.5 versoin but don't recall the exact
build.
