[cisco-voip] 2811 IOS upgrade to 15x from 12.4.T

I haven't used a 2811 with 9.1(2) yet but have upgraded a 2811 to 15.1(4)M7
recently with CUCM 6.1(3) and MGCP PRI is working fine.
