[cisco-voip] Broadcasting a message to all phones - CUCM 8.6

I appreciate all replies about this thread.

But, It is still not clear for me if I need to upgrade from 8.6 to 9.1
to have this feature or it is not
mandatory.

Additionally, could it be possible to use this with CME in a remote router ?
