[cisco-voip] 7960 w/7914 BLF no alerting of monitored lines

Hi Florian,

I have seen that page, but haven't seen anything from a version later than
that indicating similar restrictions still apply.  TAC also has given no
indication that this still applies and is currently working to replicate
the issue in the lab, but I appreciate your efforts in helping me nail down
the issue.
