[cisco-voip] XML service not working

Do you see the TCP connection being established between the phone and web server? Your highlighted packet is the phone resetting a question, not making a request or even doing the tcp 3-way handshake.

Either don't provide a Secure Service-URL or populate it, just use http:// instead of https:// (and don't point to a secure port).

You've got HTTPS enabled so the phone is going to try that. Does your CUCM have the certs for that site imported so TVS can authenticate the cert the web server is going to pass down to the phone?
