[cisco-voip] CUCM 9 incoming SIP trunk to queue: early media problem

You must enable PRACK on a SIP Trunk for call queuing announcement to 
work properly.  You can do this by modifying the Rel1XX setting on the 
SIP Profile.

There is also an enhancement to track this feature - CSCuh15872.
