Big question, but there should be lots of resources out there to help you.

9.x uses user-based licensing rather than DLUs.  This matches how we've been selling licensing for some time now and the goal is making what you see in ELM and CUCM for license consumption match exactly what you bought.  In earlier versions each user-based license was just converted to a number of DLUs.

There is a License Count Utility you can get to help plan the migration.  You definitely need to look into this.

we currently are using DLU's and we have some concerns as to how it changes in 9.1.

Cisco is pushing CUWL / Enterprise licensing.
