[cisco-voip] CUBE call hits CUCM but won't route to PSTN

I have something a little off and need some suggestions.

I have three dial peers being matched for outbound.  One is an exact match
and gets selected first.  It points to port 5070.

The other two match +1T and point to port 5060.

Called number matches the destination pattern of the first dial peer, does
it's translation and sends to CM.

My trunk has the proper CSS configured and the proper port in the security
profile.  We receive a 404 Not Found but when using DNA it shows the call
should route. SDL also shows 'no potential matches exist' for 91######4129
when it starts digit analysis.

The CUBE then tries the remaining two dial peers but because the trunk
using port 5060 is set to 4 significant digits we get a 404 Not Found.

Any ideas would be greatly appreciated!
