[cisco-voip] Cannot Change Fixed Feature Button

So, a new error message

"Fixed feature button(s) 1 cannot be changed.  Please make sure the button
number matches the relative positions in the button list."

When I try to swap lines 2 and 1...

When I try to reorder the lines on a Cisco IP Communicator...

Any ideas why?
