[cisco-voip] Cannot Change Fixed Feature Button

interesting.  others have found

"you cannot remove the line without adding a new feature back before saving the change."

so maybe one part that slot must be filled and another part that the order of operations is critical?

When I try to reorder the lines on a Cisco IP Communicator...

Any ideas why?
