[cisco-voip] CFA on 9971

Hello,
I am having an issue adding the Call Forward All functionality to a 9971.
It is not present under Unassigned Associated Items for the phone.
I have tried creating a new phone button template, but the feature doesn't
exist their either.

I don''t have a feature control policy assigned to the device.

Has anyone else seen this?
