Yes.  It's a pain.  I'd consider making it your default gateway.  Any IOS device receiving ntp is also a NTP server.  Then you can change that device's reference.

Per the doc's I've read I will need to do a cluster wide reboot after changing the NTP server.  Will I also have to rehost the license file?
