[cisco-voip] Upgrade CUCM 7.0(3a) to 8.0(3) and move to UCS

Hello Ryan
Is there a Problem with 8.0.3? We have to go there behause of the
compatibilty to the UCCE and we can not Update UCCE before the end of this
year. So we have to stick with 8.0.3 till then.
