Correct; though BLF would not work without an exact match, you can still dial numbers if it is in a format with a +.
In case others are not aware there are some updates coming shortly with the CUAC Portfolio, I mention this because of the redundancy comment below.
In version 10.0 (shipping in the coming weeks), there will no longer be a Business, Enterprise or Premium Edition. Version 10 will simply now be Cisco Unified Attendant Console Advanced and it will have the same scalability and features as the current Premium Edition, with the exception of redundancy, which will be available as an add-on license (though existing Premium Edition customers with UCSS who upgrade to version 10.0 will automatically retain their redundancy license). Although I cannot confirm the costs right now, this will bring the price of the solution down and will make it much more competitive, it will also be possible to add redundancy at any time without the need to reinstall the whole system, it will just be an addition license and a configuration step (and adding the actual backup server).
If you currently have any version of Business, Enterprise or Premium Edition of CUAC and you have UCSS, you will have the ability to upgrade to the new version 10.0 at no extra cost. Cisco Unified Attendant Console Advanced version 10.0 also brings the ability to manually add contacts into the Contact Directory that do not exist in the sync source (CUCM or AD), the ability to share Personal Directory Groups between Operators, and a much-improved out of hours/time of day routing system.
In addition to this, in late December we will also be releasing Cisco Unified Attendant Console Standard. This is a brand new serverless attendant console, which will be much easier to deploy and support and will be the perfect replacement for anyone still holding on to the old CUCM attendant console. Cisco Unified Attendant Console Standard will not be free, but it will be competitively priced within the Attendant Console market. This console will have the ability to support E.164 number formats and translate those numbers with configurable rules in order to obtain BLF information if the DN in the CUCM is not an exact match, as well as a host of other features.

Could anyone tell me if there are any restrictions with deploying e164 with + dialing for the following application versions:
