[cisco-voip] licensing ver 8 to 9.x[ELM] clarity

I had gone through most of threads here in this forum, tried understanding
about ELM in 9.0 couldnt follow it completely.

We have our PAK's in ver 8.0 & have 5000 DLU's with it but post up
gradation to 9.0  we have got the enhanced license of just 660 ...not sure
how to proceed.

Can someone let me know how can we get the license quantity of 5000+.
We have 6921 with basic phone features.
