EM phones are tagged as public space and consume a license at whatever tier a user with just that phone assigned would consume.

And remember that for licensing purposes you need to set the owner userid on the Device page. Device association from the User page isn't sufficient.

740 CUWL + 500 Enhanced = 1240 total
You need 1327 total Enhanced, so it is using the CUWL licenses to make up the difference: 1240 – 1327 = -87.
You need to make sure that the devices are associated to users in the user page and then resynchronize licenses. I suspect you have lots of devices that aren’t associated and so CUCM is reporting them as requiring an enhanced license. When multiple devices are associated to a user it will require just a single license rather than two like I think you are seeing.
Try associating a few users to their devices and then resynchronize ELM and see if the number drops. Focus on users that you know to own multiple devices.

Can you send a screenshot of the License Usage page/report.
ELM will use higher level licenses if lower ones are not available.
I.E. if you need 500 Enhanced users but only have 100 Enhanced User Licenses but also have 1,000 CUWL Standard Licenses, ELM will utilize 400 CUWL Standard Licenses to make up the difference. So the negative report may be that you are substituting licenses.
Also, to make sure you are using the proper licenses, you need to be associating phones to users to ensure that CUCM is requesting the proper license type.

Hi all,
I did an upgrade an upgrade recently for a customer for CUCM 8.x to 9.x. The license issued show -87 on the Enhanced (9.x) users on ELM. I deleted numerous un-used phones, User device profiles and end users. I re-synced a few times, removed the CUCM and add it again and even restarted the ELM. The ELM count stay on -87. I have no idea how to reduce this total. Can anyone point me in a direction here what I could do?
