[cisco-voip] Router as H323 GW and also as SIP GW

CUBE is an IP-to-IP gateway, and so H323-to-SIP qualifies as such, and
therefore requires CUBE.  However, CUBE licensines is honor based, so
technically you could run CUBE without the licenses.
