[cisco-voip] CUCM 9.1 License Install Fail

I generated a license request on ELM (standalone server, fresh install) for my CUCM 9.1 Publisher, went to CIsco's license site, pasted in the license request, downloaded the license file, but when uploading the bin it is always failing. Has anyone else encountered this?  I noticed the .zip file in the email is roughly 230 bytes, but after unzipping the file the bin file is 0 bytes.
