[cisco-voip] 9.1.2 'owner' field

Not sure where the documentation is right now, but it ties devices to users if a device has an owner defined then all the devices that have that user as owner get added up and determined if they user is using essential/basic/enhanced/enhanced+/cuwl std/cuwl pro
If the field is set to anonymous then the  device type is looked up and matched to essential/basic/enhanced.
