[cisco-voip] 9.1.2 'owner' field

That's what I suspected.  It is like leaving owner user id blank in
previous versions.

I hesitate to go to licensing to adjust license counts to accomodate our EM
environment but then again I don't want to have to assign a user ID to 4000
phones either.  Both have the potential to turn ugly.
