[cisco-voip] issue with 7942 firmware

No it isn't bug related, its just the code on the cluster currently is
9.2.3.
So normally new handsets get put on and they normally upgrade/downgrade as
appropriate.
Its just in this case the newer handsets don't.
I'll get a change raised to upgrade the firmware and we're good to go.
