So I below away the VM and built a whole new 9.0.2.10000-71 UCCX Server and get the same error.

Could the CUCM Enterprise Parameter > Prepare cluster for pre 8.0 rollback or the Secured Phone URL parameters cause this?
Could it be a license issue with IPPA? Testing with the ccx90_pre_demo.lic

For basic IPPA on 9.0(2), which you should validate first and then try One Touch, it's at:

Which does correctly draw the login page on a phone.
If you have HA, make sure you are pointing to the master engine. Also, if you have HA, you'll have to configure to phone services: one for each server and have the Agent try one and then the other. It's pretty basic.
Once you validate that IPPA works, then moving to OneTouch takes three steps, give or take:
1. Change your service URL to:
http://uccxserver:6293/ipphone/jsp/sciphonexml/IPAgentLogin.jsp
2. Add three parameters (Case Matters):
* Ext
* ID
* Pwd
1. Update the service on the phone and then enter the values for the three parameters

Is the port still 6293 moving to UCCX 9.0.2? Several google searches suggest http://uccxip:8443/ipphone/sciphonexml/IPAgentLogin.jsp (non secure URL) When I use 8443 I get a HOST NOT FOUND, the phone console log shows ITL error messages, etc.

I’ve tried re-starting Cisco Desktop Browser and IP Phone Agent Service with no luck. A couple uccx reboots with no luck ☺
Not sure what to do next.

I have not tried this on a 9971 myself, however, 9971's are listed as supported phone models for IPPA.

Whether you do a "One Touch" login feature or not, it's still IPPA and should be fine. Start with regular IPPA first to validate and have a control for your next step of one touching it. Just don't touch it too much, it might break.

On the 9971 can I setup One Button Login for UCCX and not use CAD? Any known issues? I’ve used One Button Login with other model phones just not the new SIP 9971s.
