[cisco-voip] CME 8.6 and 9971 out H323 Trunk to CUCM 9.1 no audio

Further to add on if it's a kind of ( ss to do) ,  or vica versa,  as
that's only supported by cisco for basic calls, means no transcoder.

By default gw is supposed to do fast start so above condition is less
likely.

Cucm should be supporting inbound fast start
