[cisco-voip] IM & P 9.1.1b DRF Local stopping abruptly

Anyone seen this before?

On IM&P 9.1.1b sometimes DRF Local service is stopping abruptly.

I did find this bug but it lists CUCM versions and IM&P versions,

CSCuf38780 -- DRF does not gracefully handle NullPointerException

Looked over IM&P release notes for newer versions of 9.1.1 and not
seeing this there either.

Seeing similar thing on the CUCM server occasionally also, CUCM
version is 9.1.2.11900 and I found bug fixed in 9.1.2.12900 of CUCM
that should fix it on CUCM.
