I wanted to share this little tip:

MRGL + MRG + Resource design is tricky for the novice engineer, and as
such, I often see the mistake being made where a resource is not assigned
to any MRG, and becomes globally available.

One way to find such resources is to use the CLI (SSH into Pub) and run the
following command:

run sql select d.name from device as d left join mediaresourcegroupmember
as mrgm on d.pkid = mrgm.fkdevice where mrgm.fkdevice is NULL and d.tkmodel
in ('50', '51', '52', '53', '70', '83', '84', '85', '86', '87', '88',
'110', '111', '112', '113', '126', '597')
