[cisco-voip] Jabber/Webex Connect phone control of 9971

There are additional roles ("allow CTi control of phones that...") users need to control 9971s via CTI.  For 9971s and their close relatives (8961, 9951) I believe it's join across lines.

The CTI control is almost the same so it is odd it is working for 79xx and not a 99xx.

The phone shows up in the phone control list in Jabber when you're selecting the mode?

We have users who use Webex Connect (and Jabber) and they can use phone control for their 7900s et al; but not for the 9971, it just times out when you select them.

We have CUCM 10.5 and the latest version of Jabber/Webex Connect... problem is exhibited on both Jabber and Webex Connect for the 9971.

What is different about the 9971 that would cause it to fail?
