[cisco-voip] Outbound MGCP/FXO calls through PSTN to CME fail

Lab environment
Setup
7960 -> CUCM 8.6 -> MGCP controlled FXO port on 2811 router -> PSTN emulator (another 2811) -> E1 trunk -> Public Router (CME) -. 7960
FXO port is set up to PLAR to the 4 digit extension on the CUCM hosted 7960.
Calls from the "public" IP phone into the FXO port work fine (they PLAR to the correct extension, the extension rings, call completes)
Calls outbound from the 7960 attached to the CUCM, fail.
I have tried both loopstart and ground start between the FXO and the FXS ports.
Running a debug voice ccapi inout on my PSTN emulator shows no activty during the call - indicating to me that the call never makes it to the PSTN.
Running a debug voice ccapi inout on my MGCP gateway shows a call disconnect cofe of 47. I know that this indicates a resource issue.
If I execute a voice port summary on my MGCP gateway durig the call, the voice port goes offhook, but doing the same on the PSTN emulator shows that the corresponding FXS voice port never goes offhook.
As this is a lab setup and Im using it to learn from, I can make any changes needed and capture debugs as desired
