[cisco-voip] CER filter phones?

The list of phones that CER receives is pulled from CUCM using SNMP.  The only way to filter on CER would be to filter based on phones registered to a certain CUCM server(s) by preventing the CER server from connecting via SNMP to that server(s).

We are doing our phone tracking by LAN Switch/Port however phones are showing up that are not on any of the configured switches.
 
Is this due to CUCM reporting these ohones to CER?  Is there some way to filter these phones so they are not taking licenses ntil we configure CER for each of these sites?
