[cisco-voip] TAR File Decryption

Someone asked what you would use this for.  The main reason I developed it was so that I could use Jeff Lindborg's DRS Message Fisher utility to pull voicemails from UCON 8.x/9.x backups.  Worked well with a decrypted 8.6 backup set.
