[cisco-voip] poll: SCCP or SIP integration with large UCM and CUC cluster

I like SCCP integrations because you cna test MWI on/off by dialing the
appropriate numbers.  I like SIP because you don't need to fool around with
a bunh of ports on CM and worry about allocating enough ports to each
purpose.
