I'm sure this goes without saying, but make sure you have the latest version of the COP file. I was running into a bug with licensing on an older version, newer one resolved the bug.

I'm going to re-read the jump upgrade document again in more detail, but from the few times I have read it, there was no mention of any other software to disable the licensing.
