I'm working on 8.6 currently, but I suspect that the following still applies in 9.x
https://supportforums.cisco.com/discussion/11669586/changing-ntp-call-manager-86
Make the change only on the Pub, wait up to 5 minutes to synch. Refresh, then reboot subsequent nodes in the cluster.
That's the short version of the full rundown.

Subject: [cisco-voip] NTP not set on Unity Connection subscriber/HA server - 9.1.2.11900-12
Does anyone know of a way to correct the NTP setting on a subscriber server without either getting TAC to correct it with root access or re-installing?
'utils ntp status' reports no NTP servers set and I can't add servers because it is a subscriber node.
admin:utils ntp server add 10.10.10.100
10.10..10.100 : [The requested action is not permitted on a subsequent node (Subscriber).]
CUC version 9.1.2.11900-12
