[cisco-voip] Jabber Network Locale US Only

Looks like this is a bug in 9.1.2 SU2, it doesn't work without the combined
network locale file either.

Strange thing is it works fine in 9.1.1 so I'm going to downgrade and see
if it fixes it.

I'll also log a TAC case later today.
