[cisco-voip] Jabber Network Locale US Only

Hi Brian,

I didn't have chance to test it prior to upgrading to the latest SU2 as the
patch was required to resolve some MRA issues and to get the customer up
and running with IM&P.

I've tried installing Jabber using the language switch 1033 for 'English'
but it hasn't made any difference. I've also tried adding UseLanguage=1033
to the jabber-bootstrap.properties file as per a netpro post.

Are there any other logs or files within the Jabber folders that could
identify what locale it is being told to use?
