You can test 10.2.2 on 9.1.1. You won't be able to configure any of the features that require a devpack but it'll at least get you the bug fixes in the phone itself.
The COP should install unless they did something crazy to block it on 9.1.1.

Sometimes the calls stop working mid-call and phone loses wireless signal.
I've had 2-3 instances where the phone loses wireless signal
(telephone service not available message) and the phone switched to a
different wireless network.
Today I had similar issue and when I went under the settings, I had a
message I have not seen before - "Settings is not responding. Do you
want to close it?" dialog.
I had to pull the plug on phone to resolve issue.
The other issue we are seeing now and then is internal calls between
DX650's sometimes have no audio or no video. Same location, same
region, unlimited b/w in location.
CUCM version is 9.1.1.20000-5 - we are updating to 10.5 shortly but I
need to try to fix these dx650 phone issues in the meantime.
The newer firmware, sipdx650.10-2-2-23 readme says 9.1.2 and higher. I
tried the ZIP file and tried to upload the firmware files manually to
update just my phone as a test but the TFTP server is not letting me
upload the pkg file on to 2 servers. Says upload complete but the file
is not on TFTP folders with IE and firefox.
