[cisco-voip] Cisco MOH in CUCM issue while call transfer from PSTN

John,

In that situation, an annunciator is invoked to play ringback to the
caller.  Make sure the MRGL on the SIP Trunk has at leat one annunciator in
it.  The CallManager traces should shed more light into why the annunciator
isn't being invoked/media being set up properly.
