The TAPI version is determined by the Windows OS version. If Windows is 2008 R2 or later x64 is the only option. If you are on Windows 2008 original version then you may have x32.

I assume the 64 bit version for TSP and the 64 bit version of TAPI are needed for Attendant Console Advanced 10.5 if the customer upgrades callmanager, on a 64-bit Attendant Console Advanced 10.5 server. They were running Attendant Console Advanced 10.5 with CallManager 8.6 and upgraded CallManager 8.6 to 10.5 over the weekend.
The guide doesn't really address if the server is 64-bit vs 32-bit.
