[cisco-voip] Remove lines on phones with BAT

CER needs to be ale to call (for PSAP callback) the DNs on profiles as well
as the DNs on phones so reusing DNs, even in a different partition, isn't
going to work.

If there is no need for PSAP callback then reuse away.
