Because that functionality is not implemented by the Jabber developers, but by the Safari team I assume. 

It usually works like this: there can be a number of software providing telephony services, who register with that capability into the OS. 
When the browser hits a tel:/sip: URI it will invoke one of those applications (or supply a list of applications to choose from). 

Now, since web developers are rarely familiar (or are about) tel:/sip: URIs, a browser can implement (or add-ons can be used to provide the same functionality) phone number recognition and handling recognized phone numbers the same way as tel: or sip: URIs
This has nothing to do with the applications providing telephony services and everything to do with the browser.

In Jabber for Mac you can mark ANY text ANYWHERE in the OS and right click to "Dial with Jabber". I cannot for the life if me understand why this is not yet implemented for Windows.
It's like Cisco WANTS to lose to Microsoft...
