[cisco-voip] easiest and quickest way to disable a PRI PSTN (MGCP) port?

Assuming that you don't care about dropping any active calls:

controller t1 X/X/X
  shutdown

Otherwise, you could busy out the channels that are not in use (sh isdn 
service to see status).

interface SerialX/X/X:23
  isdn busy b_channel 0-24
